  • Bloodvein River First Nation Land Cover Change Detection 1973 - 2007 - Cizek Environmental Services/ Whelan Enns Associates

    This product consists of a set of land cover change detection maps that analyze the physical human footprint within Bloodvein River First Nation traditional territory using satellite imagery, forest inventory data, and topographic mapping between 1973 and 2007. Land cover change detection is used to manage natural resources and create predictive models by comparing images taken at different points in time. Maps highlight the various logging, hydro and development impacts or changes to the land. The atlas calculates the rate of land change and human disturbance ratio/density within Bloodvein First Nation's traditional territory.

    This atlas consists of a set of natural world maps and a set of traditional use maps. The natural world maps depict features of the lands, waters and overall environment of Bloodvein River First Nation traditional territory. The traditional use maps show some relationships of Bloodvein River First Nation people to their traditional territory. These maps are based on information from a community research project, "Bloodvein First Nation Land-Use Study GIS Database", undertaken in association with Tembec in 2000 & 2001. Also included is a density analysis map that combines all traditional uses and illustrates density of community members' use of the traditional territory, based on this initial study.

  • Environment Act Proposal and Environmental Assessment Draft Scoping Document for Manitoba Hydro's Pointe du Bois Modernization Project - for Manitoba Wildlands, Gaile Whelan Enns / Vata Projects

    This document is the set of comments from Manitoba Wildlands regarding the Manitoba Hydro submission - the 'draft scoping document' - for the Pointe du Bois Modernization project. Pointe du Bois is Manitoba's oldest generating station and Hydro is proposing to build a new dam and decommission the existing one, and in the process upgrade generating capacity. Manitoba Wildlands' comments include concerns about the environmental assessment process, public access to information, economic justification, action on past Clean Environment Commission recommendations and definition of the ecological baseline.
  • Sagkeeng Anishinabe First Nation Natural World Map Collection - Whelan Enns Associates

    This map collection consists of a set of natural world and tenure maps depicting features of the lands, waters and overall environment of Sagkeeng Anishinabe First Nation traditional territory. Existing tenure from provincial permits and licenses also depicted. Some historic surveys are digitalized. Maps are based on data from government and public domain sources. The collection includes 45 maps.

    This collection of materials pertaining to the community and traditional lands of Sagkeeng First Nation includes historic and treaty documents, photographs, maps, oral history products/recordings, archaeological, anthropological, biological and earth science information, articles, government records, and journals collected through research. This collection of documents from and about Sagkeeng First Nation has been organized, categorized and entered into a database. Materials have been provided as electronic copies. The Sagkeeng First Nation Resource Materials database contains over 900 records at this time.
  • Presentation: 'Our Heritage River - The River of Our People' - Whelan Enns Associates / Gaile Whelan Enns, Jared Whelan

    This presentation was developed in collaboration with and for Bloodvein River First Nation for the June 2007 Canadian Heritage Rivers System conference in Winnipeg. Bloodvein River First Nation Lands Coordinator Harold Cook and Chief Craig Cook assembled the presentation with assistance from Whelan Enns Associates. The presentation explores the relationship of the people of Bloodvein River First Nation to their Heritage River, describing economic, cultural and spiritual values as well as the ecological goods and services provided by the river. Recommendations as to future management and participation of Bloodvein River First Nation are included.
  • Legal Review: WabanongNakaygum Okimawin Accord - Moses Okimaw

    This legal review memo regarding the WabanongNakaygum Okimawin (WNO) Accord (the final document that evolved out of the WNO Protocol drafts) was undertaken to provide an independent analysis of the WNO Accord. The review indicates that many elements in the accord have not been described fully and will need to be put in place for the communities. It is difficult to predict how this Accord will be implemented; one test of the new relationship between the province and east side First Nations will be to see how the Accord influences the way in which Aboriginal and treaty rights are upheld in the east side, especially in regards to decision making.
  • Brief: Heritage Rivers - Vata Projects

    This brief was prepared to assist First Nation communities embarking upon lands planning projects. The document provides a description of a Heritage River, outlines the significance of Heritage River status and indicates basic criteria and requirements that must be met for a river in Canada to be called a Heritage River.
