  • Bipole III Scoping Document, Environment Act File #5433 - for Manitoba Wildlands
    March 2010
    Manitoba Wildlands (MWL) offered recommendations for the Bipole III Environmental Impact Statement (EIS) and the Bipole III review/licensing process based on the contents of Manitoba Conservation scoping document for the project. MWL determined access to information was inadequate, standards and regulations regarding Environmental Assessments (EAs) are lacking, and recommends Manitoba Conservation put these in place. Various documents were sent with the comments letter to reiterate the importance of a proper scoping document and EA process. In addition, recommendations regarding standards, principles, and Best Practices for social responsibility which Manitoba Conservation should expect of Manitoba Hydro are included.
  • Natural Resources Laws and Rights Workshop - Whelan Enns Associates

    A community workshop, ranging one to two days, on natural resources laws and rights from a community perspective. The workshop focuses on: a) kinds of laws; natural law, spiritual law, customary law, constitutional law, Crown or provincial Law; and b) kinds of rights; human rights, Charter/constitutional rights, aboriginal rights, treaty rights. Relationships of resources to, and management of, resources based on these laws sets of laws and rights are included in workshop discussions.

    This document comments on the 2009 Draft Southeast Regional Groundwater Management Plan. Comments include concerns regarding the lack of Public Registry files posted, regulatory standards, plan structures, conservation and sustainable development, and evaluation criteria. The draft plan is a technical annex for an operational plan. Manitoba Wildlands indicated a standard for ground water planning is absent in Manitoba. Manitoba Wildlands also offers its availability to assist with updates and improvements based on review comments.

Using interactive learning activities, workshop focuses on basics of sustainability, conservation, restoration and mitigation showing how these terms can be applied to community resources. Focus on brainstorming resources, identifying community resource values, goals and actions, and with mission statement regarding resource use.

    A one-day community workshop about how to evaluate information. Focus topics are: information (types, sources and quality), information use with local examples, evaluating different types of information, understanding information a community has available to them and developing research and project planning skills. Interactive sessions include identification of the information that affects the community, and setting up a community project.

    This document comments from Manitoba Wildlands regarding the Tembec 2009-2028 Forest Stewardship Pan and Environmental Impact Statement. Manitoba Wildlands comments include concerns about the economic viability of this project, instability of Tembec's Pine Falls Mill, incomplete public registry, lack of regulatory and policy compliance as well as concerns regarding First Nation consultation and climate change.

    This document is the set of comments, and attachment from Manitoba Wildlands regarding the East Side PR 304 to Berens River All Season Road Environmental Impact Statement. Manitoba Wildlands comments include concerns regarding an incomplete and disjointed public registry, lack of information on funding, lack of responsibility for the project, biased justification, and inferences this project includes other developments, and a larger initiative using staged licensing. The lack of any public policy standards for the proponent to fulfill is significant for a project that is government planned, licensed and funded.
